Performance-based budget in Georgian public higher education institutions

Abstract

Georgia's education reforms, economic situation, and the greatest challenge of the 21st century in the form of the Covid-19 pandemic have somewhat called into question the effectiveness of educational institutions.

The article highlights the benefits of performance-based  budgeting (PBB) and financial sustainability assessment approaches, which in turn help senior managers find ways to achieve strategic goals for universities, and are important for demonstrating the effectiveness of public universities.
